Dr. Mila Ioussifova, O.D. is a Doctor of Optometry in Portland, OR.
It is my privilege to be your eye care provider at South Waterfront Eye Care. My goal is to take care of your eye care needs today, but also help you keep good vision and healthy eyes for life. I am a strong proponent of preventative care and believe that nutrition and natural lifestyle can help you be healthy and happy for life.
I received my Doctor of Optometry degree in 2007 from New England College of Optometry and completed a community health-based residency program in Boston, MA. My training was extensive and diverse, including pediatric, geriatric, and primary care optometry, as well as, contact lens and ocular disease management.
In 2009 I returned to Portland and re-discovered how lovely and one of a kind it is. Portlandians appreciate individuality and uniqueness. At South Waterfront Eye Care I want my patients to feel the personal service from the moment they walk in. While practicing optometry for the past 6 years, I have developed a special interest in ocular nutrition. Preventative care has become an important part of my practice.
As a current adjunct clinical faculty at Pacific University College of Optometry, I have the honor of working with optometric interns. I am involved in clinical education, didactics and training of future optometrists.

Dr. Sarah A. Ciampa earned her doctorate of optometry from New England College of Optometry and completed a primary eye care and ocular disease residency at the VA Maine Healthcare System. She is an active Fellow of the American Academy of Optometry. Dr. Ciampa believes preventative care, overall wellness, and great patient/doctor communication can all play an integral role in maintaining healthy eyes and vision.
Outside of the exam room, Dr. Ciampa enjoys exploring the Pacific Northwest outdoors and road trips with her husband and rescue pup. She also enjoys cooking with friends, making her best attempt at fly fishing, and plenty of yoga.

South Waterfront Eye Care was founded over a decade ago as a family-run business by Dr. Mila Ioussifova with a simple core value: connection. Today, she is joined by her brother, Rishad Loussifov, who manages both the eyecare practice and our brand new expansion, South Waterfront Aesthetic & Wellness (SWAW), opening in Q3 2025. Rishad’s wife, Tischa, organically became certified as an aesthetic provider after connecting to her passion for skincare, completing a tight-knit trio that guides our mission every day.
There is a tremendous sense of pride in what we have built together. The “family-feel” you experience when you walk through our doors is entirely intentional. We have hand-nurtured a team that shares a passion for genuine care, absolute support, and the uplifting energy of our local community. Like family, everyone pitches in for the benefit of one another—and most importantly, for you.

Dr. Mila’s medical journey started with “VISION” in the literal sense. However, caring for eyes quickly gave her a unique perspective on how eye conditions are often a symptom of deeper, systemic issues. Her clinical research led her to connect the dots between eye health, targeted nutrition, and the gut microbiome—which eventually led her to pursue specialized training to study functional medicine.
Today, she practices as a Board-Certified Nutrition Specialist alongside her standard Optometry practice. By treating the synergies between laser interventions, eye health, and aesthetic enhancement, we look at the whole person. We see the eyes as the window to your entire well-being, grounding our treatment plans in the most natural interventions possible, complimented by world-class technology.
